Manassas Park City Schools uses an assets-based approach to providing English learners with research based instructional programs and supports that provide access to rigorous academic content.  Instructional strategies aid ELs in building background knowledge, acquiring academic vocabulary and participating in academic discourse in English.

ESOL Division framework/LIEPs

Manassas Park City Schools provides instructional services and support to all English learners (ELs) in the elementary, middle, and high schools. The goal of these services is for students to achieve English language proficiency.  Students will be placed in one of the following three LIEPs approved by the state of Virginia: English as a second language (ELD), newcomer program, or content classes with integrated language support.  

Once students or their families complete a home language survey during the registration process, students with a home language other than or in addition to English will be screened for their English language proficiency. If students qualify for ESOL services, then he/she will be  placed in an instructional program. LIEP placements are subject to change as English language proficiency levels will be assessed and monitored yearly. Manassas Park City schools’ LIEPs are detailed below.

Newcomer Program

This program supports students who have begun their education in US schools within the last 12 months. The goal of the newcomer program is to teach basic social and school vocabulary, and promote listening and speaking skills as they begin their journey to English language proficiency.  Newcomer instruction is aligned to the WIDA ELD standards.  

Content Classes with Integrated EL Support

To increase the access to rigorous content based instruction, the majority of EL services provided by MPCS incorporate co teaching models during content instruction.  All teachers share responsibility for scaffolding and amplifying language during content instruction. 

English Language Development:

English learners that require additional levels of support will receive targeted instruction in the 4 language domains of: listening, reading, writing and speaking.  This instruction is aligned to the WIDA ELD standards and develops students’ language abilities across all content areas. 

*The additional supports MPCS offers include: small group pull out English instruction, small group pull out academic vocabulary support for content courses, sheltered English instruction, and sheltered content instruction (at the secondary level):
